More Information in GTA V
- Underwater world (with underwater caves) and diving equipment confirmed.
- Side-missions like Taxi Driver, Ambulance and Vigilante will be back but "probably not identical to the ones in previous GTAs" because they wouldn't fit in with the 3 main character personalities, but the "three will have odd jobs to do".
- Trevor will be the skilled helicopter pilot, Franklin the skilled driver and sniper, Michael the "smooth operator", skilled and versatile.
- Franklin is looking for a mentor and he finds one in Mike after they meet during one of Franklin's repo man jobs.
- Trevor is inspired by the typical GTA player that only roams around the game creating havoc, death and destruction.
- Mission types will vary among "big and small events , explosive, infiltration, super spectacular, family issues, invasion, hostage recovery, heists and robberies. Plus classic GTA missions but updated and improved."
- Cover mechanics have been greatly improved and cover will be very important in the gameplay.
- About the economy, Dan Houser says: "You will be able to spend money to buy interesting and fun things like expensive toys. We are still working on the economy but it will be a strong element in the game and players will be eager to make money to spend money. Something along the lines of "I went through all of this to make all this money and now I'm going to spend it on this crazy item."

GTA V has similar versions of this content in its world, specifically with the unique world events and "random character encounters".

Niko Bellic, is an ex-soldier from Eastern Europe who moved to Liberty City to escape his past and pursue the "American Dream." Niko was persuaded to move by his cousin Roman, who claimed to be living there with beautiful women, sports cars and lots of money. It soon becomes apparent, however, that Roman lied in order to cover up his own failures in life - the truth is he runs a failing taxi business, has mounting debts, and various criminals from Liberty City's underworld have put a price on his head. Niko also has other motivations for moving to Liberty City, which are revealed as the story unfolds.

Roman is Niko's cousin, and has lived in Liberty City for fifteen years. He is an optimist, a fantasist, and a liar, and he brought Niko to Liberty City with false promises. At the beginning of the game, Roman serves as your only friend and as your only connection in the story. He runs a failing taxi business in a converted industrial garage in Broker. If you maintain a good relationship with Roman during the game, eventually he will provide a free taxi service for Niko.
BRUCIE KIBBUTZ

Fitness enthusiast, car nut, and self appointed VIP. Brucie thinks very highly of himself. He is a man brimming with confidence, who isn't afraid to make himself heard. He lives a lavish lifestyle, with nothing but the finest women, cars and lifestyle accessories. If you maintain a good friendship with Brucie, eventually he will offer a free helicopter service to Niko
LITTLE JACOB

Little Jacob is a Jamaican arms dealer from Dukes, and one of Niko's many associates. He talks with a thick heavy Jamaican accent, and will provide discounted weapons to Niko for maintaining a good friendship. Jacob becomes a trusted friend of Niko's as the story progresses.
VLADIMIR GLEBOV

Russian-born money lender, bully, top international businessman, and patron of the bar Comrades. Vlad sees himself as an intimidating character with a lot of influence over how the town is run, but the reality is he is a low level Russian criminal who is trying to win respect amongst the bigger boys in town. Vlad works for Mikhail Faustin.
MIKHAIL FAUSTIN

Mikhail Faustin is a powerful and commanding figure in Liberty City, particularly in the Hove Beach area. He runs the area with an iron fist, and doesn't like to be told what to do. In the first section of the story, Niko develops a working relationship with Faustin and his associates, Dimitri and Vlad. He stays in Beachgate with his wife Ileyna.
DIMITRI RASCALOV

Dimitri is one of the hardcore Eastern European characters that you encounter early in the game. He is an associate of Mikhail Faustin, and goes on to become one of the key figures in the storyline. Dimitri and Faustin "are like brothers" and have known each other for a long time, but Faustin's recent drug addiction (and subsequent paranoia) has soured their friendship.
MALLORIE BARDAS

Mallorie Bardas is dating Roman Bellic, Niko's cousin, but their relationship together is far from perfect - mainly due to Roman's incompetence. Mallorie grew up in Bohan, and there are suspicions early in the game that she could be having an affair with another character.
KATE MCREARY

Kate is said to be the only genuinely good member of the McReary family. You meet Kate (initially) in the second section of the storyline, after being introduced by Packie, and she eventually goes on to become Niko's girlfriend.
PATRICK MCREARY

Patrick "Packie" McReary is an Irish hoodlum who is related to bent cop Francis McReary, as well as the other McReary brothers - Gerry and Derrick. The McReary family used to have a lot of power and respect in Liberty City, but recently they have fallen out of the picture and only a few of them remain. Packie lives in Dukes with his mother and his sister, Kate.
FRANCIS MCREARY

Francis McReary is a corrupt police officer who has dirt on Niko's past. He knows about a felony Niko committed, and threatens to expose it unless Niko does some work for him. Francis is part of the McReary family, but his brothers - Gerry, Packie and Derrick - don't approve of his cop status and rarely keep in touch with him. He's very independent from the rest of the family.
GERRY MCREARY

Gerry is essentially the head of the McReary crime family. He calls all the shots, and is the main representative of the family. The McReary family are currently doing work for the Pegorino family in Alderney, work which involves sabotaging a rival family known as the Ancelottis.
MANNY ESCUELA

Manny Escuela is an ex-gangster from South Bohan, who managed to transform his life and put his troubled past behind him. Now he is trying to help others do the same, and is determined to clean up the neighbourhood, the kids, and the streets of Liberty City, by leading the "St. Mary's Community Project." He is currently having a documentary made about himself, to record his struggle in the community.
ELIZABETA TORRES

Elizabeta has been a successful drug dealer in Bohan for more than ten years. Her success is due mainly to the fact that she tends to keep her business low-key, while paying off or ordering the killings of the right people. A crackdown on drug dealing has increased the level of pressure on Elizabeta, as police begin to focus more on her activities. She has recently developed a drug addiction, which is making her dangerously paranoid and delusional.
PLAYBOY X

Playboy X is a hustler, who was introduced to Niko by Elizabeta. He owns a large penthouse suite in Algonquin, where much of his business is conducted from. He requires Niko to do several jobs for him. Playboy used to do business with a friend called Dwayne Forge, who was recently released from prison, but Playboy has since moved on without him.
DWAYNE FORGE

Dwayne Forge is an old friend of Playboy X who recently got out of prison. He fears that Playboy has moved on in the world and left him (and the street life) behind. Playboy seems to have very little time for him anymore, which greatly bothers Dwayne as they were once like brothers together. There is a growing tension between the pair as the story progresses
RAY BOCCINO

Ray Boccino is an Italian mobster (working for Jimmy Pegorino) who is trying to help Niko find someone. Boccino does business with the McReary family, and was introduced to Niko by Packie. In return for helping Niko find someone, Ray needs him to run some errands and help him with some mafia business. Ray only seems to care about himself.
PHIL BELL

Phil Bell is an Alderney businessman and mafia goon. He agrees to help Niko look for someone, but in return Niko must run some errands for the mafia. Phil is a close associate of Ray Boccino, and provides work for Niko in the third chapter of the storyline. Phil is very paranoid and therefore very cautious.

When it comes to establishing a solid atmosphere for a Grand Theft Auto title, location is everything. It's not enough to simply throw players into a splotchy suburb of some anonymous metropolis - the city needs to be alive, teaming with civilians and traffic. It needs to have an identity, a social structure, some evidence of reality buried beneath the layers of cynicism and dry humour. Through the years, Rockstar has excelled at maintaining this illusion. The missions and storylines that play out through the duration of the game tie into the cities themselves, along with the characters (and innocent bystanders) that populate it. Although the concept of "free roam" gameplay is nothing new, the Grand Theft Auto franchise, through its use of vast cityscapes that mirror and mock major American locations, push the envelope on exactly what gamers consider to be true immersion.

Economic powerhouse, beacon of hope to optimistic immigrants, home to tens of millions of citizens, rife with crime and seedy underworld riffraff; New York City is the epitome of everything that is American. It's really no wonder that Liberty City, Rockstar's exaggerated and cynical portrayal of New York, has called itself home to more than half of the Grand Theft Auto titles in existence.

Liberty City first appeared alongside Vice City and San Andreas as one of three major levels (cities) in the original Grand Theft Auto. Due to the game being produced by a British development team, much of Liberty City - along with Vice City and San Andreas - was based on stereotypes and twisted to suit British humour. Since then, it has resurfaced as the city of choice for Grand Theft Auto III, Grand Theft Auto Advance, and Grand Theft Auto: Liberty City Stories. In every incarnation, Rockstar North consistently embraced the sensationalist, cynical sense of humour that was put forth in the first game.
Even when Liberty was not openly accessible to gamers in other titles, it played a prominent role in establishing the necessary storylines. In Grand Theft Auto: Vice City, the protagonist (Tommy Vercetti) and the mafia family in which he indebted to both hailed from Liberty City. In Grand Theft Auto: San Andreas, the protagonist (Carl Johnson) returned to San Andreas after residing in Liberty City for an extended period of time.

Cultural, commercial, and financial center of the world. If Algonquin residents could have it their way, the region would also be considered the epicenter of everything in the known universe. A word of warning to the inquisitive traveler: questioning the integrity of Algonquin's self-righteous and artificially-sweetened natives will likely get you shot.

BROKER - "Churches, hipsters and housing projects."

The region of Broker is rich in American history, and equally rich in Eastern European immigrants. As of late, the district has also taken to "sprucing up" its ragged image through the restoration of older, run-down neighbourhoods. Don't let Carney Island fool you, though; Broker is just as rough-and-umble as any other Liberty City district.

DUKES - "Like the suburbs, only worse."

The closest thing to sanity that could possibly be found in Liberty City, complete with overpriced condominiums and unavailable parking. You may even be tempted to refer to the district as "comfortable". Diverse and densely populated, Dukes is home to both the Francis International Airport and Steinway Beer Garden.

BOHAN - "Ripe for re-development."

Neglected and disrespected, Bohan is the closest thing to hell that you can find in the city (and that's saying something). This northernmost district of Liberty has been torn apart by decades of destructive violence. If you find yourself wandering into Bohan, don't just lock your doors -- weld them shut!

ALDERNEY - "Industrial wasteland meets suburban hell."

If Algonquin is the privileged child of the Liberty City family, then Alderney is most definitely the retarded younger brother -- an endless sea of run-down homes peppered with phallus-like smokestacks thrusting into the sickly clouds above. Simply put? Those that are unfortunate enough to live in the district desperately want to get out.

The mirrored New York

Liberty City's resemblance to New York, N.Y. isn't limited to geographical locations, however. Many of the landmarks that exist in New York are mirrored in GTA IV's Liberty City. The MetLife building - a major part of the Manhattan skyline - has been recreated as the GetaLife building. The DUMBO neighbourhood (Down Under the Manhattan Bridge Overpass) exists in Liberty City as BOABO (Beneath the Offramp of the Algonquin Bridge Overpass). The Statue of Liberty - which wasn't present at all in GTA III - finally makes an appearance as the Statue of Happiness.

Jim is at odds with Billy Grey on a number of issues concerning how the gang is run - for example he was against the war with the Angels of Death

Billy Grey is the president of the Alderney chapter of The Lost motorcycle gang. He was recently convicted of a drug related felony and sentenced to rehab, which meant that Johnny Klebitz became the acting leader. Some of The Lost's worst confrontations to date with the Angels of Death occured under Billy's command.
BRIAN JEREMY

Gay Tony is a drug addict, with many debts to pay off, and he relies on his bodyguard/business partner (Luis Lopez) to carry out much of his dirty work.

Ray Bulgarin is a people smuggler from Eastern Europe, linked with Russian organized crime syndicates throughout Liberty City. Bulgarin is a high profile figure in global organized crime, and he is currently involved in a big heroin operation with Dimitri Rascalov. He is also attempting to purchase the Liberty City Rampage (Liberty City's ice hockey team) and has expressed interest in investing in Gay Tony's clubs.
